   Experiments have shown that for 1,2-dichloroethane, ClCH2CH2Cl, in carbon tetrachloride solution at 25 degrees Celsius, 70% of the molecules are in the anti and 30% are in the gauche conformation.
 
    Draw a Newman projection of the least stable conformation of 1,2-dichlorethane.

I am unsure exactly what the question is asking.  It could either be asking which of the two mentioned conformations is the least stable, or it could be asking what the least stable conformation possible is.

If the question is which is less stable of the two observed conformations, gauche or anti, then the answer is gauche:



If the question is what is the least stable conformation that is possible, then the eclipsed conformation in which the chlorine atoms are closest is the answer:
