A) 0.40 M HCN and 0.10 KCN

a is the answer because c and e shows that HNO3 and HCl are strong acids, b and d are eliminated because theres no second compound...so the answer is A.    As seen below is the definition of a buffer solution:

buffer solution
: a mixture of a weak acid or weak base and its salt

b.) and d.) are not right because they only consist of one chemical! we need two
 
c.) has HNO3 as one of the chemicals. this is a strong acid, so this answer isnt correct.
 
e.) also has a strong acid, HCL, so this also is not the correct answer.

Therfore, the answer is A!
