Response Details:
The apparent weight is the normal force that acts on the person:

FN + Fg = Felev

(a)
FN = Felev - Fg
FN = (95 kg)(1.8m/s2) - (95 kg)(-9.8m/s2)
FN = 1102 N

(b)
At constant velocity, Felev = 0:
FN = 0 - (95 kg)(-9.8m/s2)
FN = 931 N

(c)
FN = (95 kg)(-1.3m/s2) - (95 kg)(-9.8m/s2)
FN = 807.5 N
Hope I have helped.  Anyone feel free to correct any mistake I may have made.
